Chris Welch Biography
Chris Welch is an American lawyer and politician, he is known for being the Speaker of the Illinois House of Representatives. He is a Democrat, and he represents the 7th district.On January 13, 2021, Welch was chosen as the 70th Speaker of the Illinois House, following longstanding Speaker Michael Madigan. He is the first African-American to serve as Speaker of the Illinois House of Representatives.

Welch is a partner of Ancel Glink and a member of the Illinois bar in private practice. He also served on the Proviso Township Board of Education, District 209, as president. He was nominated to the Educational Success transition committee, which is responsible for state education policy, by Governor-elect J.B. Pritzker in 2018. Welch was elected speaker of the Illinois House of Representatives on January 13, 2021. He is the state’s first African-American Speaker of the House of Representatives. He is the first non-Madigan Democrat to lead the Illinois House Democratic caucus since 1983.
Welch focused on enhancing classroom teaching, creating jobs, assisting the most vulnerable, and streamlining government as a State Representative. Welch was the primary sponsor of several landmark pieces of legislation, including the statute restoring cursive writing to our schools, the Historic Illinois Trust Act, the Illinois Welcoming State Act, and the Homeless Bill of Rights. After proposing landmark legislation requiring Illinois firms to report their board makeup annually, Speaker Welch has been a leading advocate for the inclusion of black and brown persons on corporate boards.
Welch has received numerous honors for his legislative achievements, including the AFL-renowned CIO’s Zeke Giorgi Award and the Illinois Education Association’s Friend and Education Award.
Welch was on the Proviso Township High School Board of Education for 12 years before joining the General Assembly. He was the Board Chair for the last eleven years. Welch was the driving force behind the establishment of the Proviso Math and Science Academy, which is now acknowledged by Chicago Magazine and US News and World Reports. He accomplished all of this while bringing the school budget back into balance for the first time since the early 1990s.
Welch is a partner of the Ancel Glink law firm, which specializes in local government law. He was previously a partner with Sanchez, Daniels and Hoffman, LLP, where he represented local school districts and municipalities from 2007 to 2018. Welch has been named a Super Lawyer and one of Chicago’s Leading Lawyers for his work in school, education, and civil rights issues.
